The Main Difficulty Is Its Constitution: Shoigu
Russian Security Council Secretary Sergey Shoigu has stated that Kyiv is facing challenges in reaching peace agreements. "What difficulties does Ukraine have? Ukraine's main difficulty is its constitution. Their constitution prohibits any negotiations regarding changes to territorial integrity," Shoigu said in a conversation with reporters, referring to the inclusion of certain regions of Ukraine into Russia.
He also highlighted another issue: the "legitimacy of power" in Ukraine, noting that it needs to be determined with whom negotiations can be conducted. The Secretary of the Russian Security Council also recalled the "ban imposed by Vladimir Zelensky on negotiations with Russian President Vladimir Putin." According to Shoigu, all these issues must be resolved to achieve agreements.
