New Case of Torture in Police against Artsakh Young Man

A new case of torture in police has emerged due to impunity. This was reported by lawyer Roman Erikyan.

"In the city of Vanadzor, two armed and masked men illegally entered an apartment rented by an Artsakh family, making death threats first against a 28-year-old woman and then against her young child, and stole jewelry from the house.

Officers from the Kirovakan division of the Police summoned the victim's relative, 28-year-old Tigran Ulubabyan, to the police station. He had initially come to the police station with the victim as her companion. In the police station, Tigran was taken to the chief's office, where he was urged to take the robbery case upon himself. After receiving a harsh and negative response, the department head instructed the police to 'work on' Tigran.

Thus, he was forcefully moved to another office where six police officers not only physically assaulted him—striking various parts of his head and back—but also spat on him, pulled and tore his hair, and hurled various insults at him. Nevertheless, after holding Tigran illegally in the police station for seven hours, the police released him, urging him not to disclose what happened to anyone.

Noticing that materials related to the incident with Tigran were being published on social networks by the victim of the robbery and others, Tigran received a call threatening him to stop all of this.

Interestingly, the police did not take a statement from Tigran, did not make any record regarding his detention, and did not carry out any other legal procedures.

The Investigative Committee of Armenia has initiated an investigation into torture and abuse of power by officials. They are proceeding with a criminal case with no active operative measures, carrying out several formal procedural and investigative actions without arresting anyone or pressing charges, and after 1-2 months, they will make a decision to terminate the case due to lack of evidence.

It should be noted that Tigran's father and younger brother died in Artsakh, and his mother has also passed away. Despite being the only male descendant of his family, Tigran has participated in both the Four-Day War and the Forty-Four Day War, as well as the recent battles in Artsakh.

Auroranews was informed by the Investigative Committee that a criminal case has been initiated regarding the illegal entry into the apartment based on the features of Article 252 (Part 3, Subsection 1) and Article 335 (Part 1) of the Criminal Code. There is one victim involved."
