The Peace Agreement Has Resolved This Issue: Pashinyan
We have stated that we are ready to begin consultations regarding the timeline and location for the signing of the peace agreement. Azerbaijan has its perceptions and questions. Our assessment is that all these issues are addressed in the text of the peace agreement, and we will try to clarify our positions further. Prime Minister Nikol Pashinyan mentioned this today, March 13, during a conversation with reporters near the office of the ruling Civil Contract party.
In response to a question about whether the Armenian side is discussing any constitutional changes with Azerbaijan, he answered, "No, there are no such discussions. After last year's Constitutional Court decision, it is clear that the Constitution of Armenia does not have territorial claims against Azerbaijan or any other country. Secondly, we believe that there are territorial claims against Armenia in the Constitution of Azerbaijan. But with all these possible interpretations, there is now a new reality. It is the existence of an agreed text of the peace agreement. That text addresses all these concerns. In upcoming discussions, we will try to talk with Azerbaijan on this issue and see what their rationale is for their position.
The peace agreement addresses the issues in at least three articles, and these issues are resolved. If we discuss that issue, we will look into why the Constitution of Azerbaijan contains territorial claims against Armenia and why we believe the text of the peace agreement has resolved this issue.
To the question of whether the issue of changing the Constitution has not been discussed at the negotiating table until now, Pashinyan responded, "They have expressed their positions, and we have also said that we do not discuss our internal issues."
