Police Officers Fined Drivers with Fake Citations
The Anti-Corruption Committee's press service has reported that based on materials received from the Ministry of Internal Affairs, a multi-part criminal case was initiated within the RA Anti-Corruption Committee. As a result of evidence collection and other procedural actions, about 50 cases were uncovered in which officers issued 286 fake administrative citations against several drivers.
Specifically, the investigation has established that during various periods between 2023 and 2024, officers of the traffic police unit in Shirak province compiled false administrative violation reports against several individuals who had not committed any violations while operating vehicles, all without the involvement of the drivers. In each case, officers issued up to 15 fake citations, based on which decisions were made to fine the mentioned drivers from 5,000 to 100,000 AMD, entering these into the information system for document registration. In total, 286 fake administrative violation reports were prepared.
Charges have been presented against 19 officers for official forgery under Article 445, Part 1 of the RA Criminal Code. A decision to terminate criminal proceedings has been made concerning 2 of them due to effective repentance. The investigation has been completed for 17 of the accused, and the materials of the case have been forwarded to the prosecutor with an indictment for substantial examination by the court.
