Changes to Support Programs for Displaced Persons from Nagorno-Karabakh
The government has made changes and additions to the state support program and regulations for housing arrangements for families forcibly displaced from Nagorno-Karabakh. According to the justification, from June 15, 2024, the process of issuing certificates for the right to purchase housing or apartments from a newly constructed building will commence, followed by the issuance of certificates for the construction of individual residential houses starting July 15. The process of providing certificates for assistance in repaying existing mortgage loans began on August 1.
The amendments address and clarify issues that have arisen in practical legal applications, as well as revise program conditions that hinder the effective realization of the certificates. Specifically, it is clarified that the presence of registered data for spouses and their minor children in the application-declaration is mandatory, while data for other family members is optional, unless the spouse or child has not been registered as displaced by the Ministry of Internal Affairs of the Republic of Armenia’s migration and citizenship service or is a beneficiary of the support program.
The limit on the living area of acquired real estate is reduced by 3 sq.m. per family member, now set at 9 sq.m. It is also established that the ownership rights for the acquired apartment or residential land plot for individual residential houses and their construction will be registered in the name of all adult members of the beneficiary family.
The decision stipulates that if the mortgage loan was provided after May 16, 2024, the support per family member amounts to 3 million drams. Furthermore, should the beneficiary family choose the component of constructing an individual residential house, no area limit will be applied to the land designated for construction, and the assistance will be set at up to 4 million drams instead of 3 million.
