US Halts Aid Deliveries to Ukraine
The U.S. Secretary of State, Marco Rubio, has suspended most existing foreign aid grant expenditures for a period of 90 days. The order, which has shocked State Department officials, appears to pertain to the funding of military assistance to Ukraine.
According to a document obtained by POLITICO, under Rubio's leadership, which has been sent to all diplomatic and consular missions, the department’s employees are required to issue suspension orders on almost all existing agreements for the provision of foreign aid. This directive takes effect immediately.
The document specifies some exceptions. It clarifies that foreign military funding to Egypt and Israel will continue, and allows for the provision of emergency food assistance and legitimate expenses incurred before the publication date of this guideline within the framework of existing reimbursements.
The guidance states that decisions regarding the continuation, modification, or cessation of programs by the Secretary will be made following discussions.
