This speaks of territorial claims against the territorial integrity of Armenia: Mirzoyan

We continue to receive evidence from the Azerbaijani side that the term "Western Azerbaijan" is a direct territorial claim or aspiration, or implies an encroachment on Armenia's territorial integrity. This was stated by Foreign Minister Ararat Mirzoyan.

"'Western Azerbaijan' refers to the western regions of the Republic of Azerbaijan. Calling Armenian territory 'Western Azerbaijan' already speaks of aspirations against Armenia's territorial integrity. They also have a community created under the name 'Western Azerbaijan.' It is not a community of Azerbaijanis from Armenia or even refugees from Azerbaijan, but a community of 'Western Azerbaijan.' This is yet another fabricated and maximalist project sponsored by the Azerbaijani authorities.

He reminded that we have never hidden that during the Soviet era, Azerbaijanis lived in Armenia, and they left Armenia during the processes surrounding the collapse of the Soviet Union. 'The overwhelming majority of Azerbaijanis left Armenia in a fairly civilized manner; for example, 100 families simply sold their apartments, 12,000 families managed to swap their apartments with Armenians living in Azerbaijan, and more than 160,000 people received compensation from the Armenian government, thus their rights have been exhausted here. We can draw parallels with the approximately 500,000 Armenians living in Azerbaijan, and remember their fate, recalling the massacres in Baku and Sumgait. All this is a fact, a recorded fact,' said Mirzoyan.
