Then you started to interpret those sections, saying that they are taken out of context, this means not what it says, that is what it means. This was stated by the Deputy Speaker of the National Assembly Ruben Rubinyan during his speech in the National Assembly, addressing the opposition.

“The fact remains that this circular exists, and it contains such statements. Now my question is the following, dear colleagues, be honest, dear colleagues, come and say: indeed, this circular exists, indeed, we wrote this, indeed, we think this, and this nightmare will end. But if you are not going to come, then say, this topic will continue. You will hear the expression 'circular 004' at least once during every four-day period,” he said.

It should be noted that Civic.am published photocopies of documents that supposedly contain excerpts from the Armenian Revolutionary Federation's 2022 circular. It calls for the disruption of the delimitation process and expresses the opinion that the level of sovereignty can be lowered. The leaders of the Federation state that the published documents are not real, but they have not filed any complaints with the law enforcement agencies. The ruling party believes that the circular is anti-state.
