City Hall Responds to the Ombudsman's Decision

The spokesperson for the Yerevan Mayor, Hayk Kostanyan, has addressed the decision published today by the Human Rights Defender of Armenia, stating that "the Yerevan City Hall has violated the rights of residents on Lvovyan Street."

“In response to the extensive decision published today by the Human Rights Defender regarding the violation of the rights of Lvovyan Street residents by the Yerevan City Hall, I would like to inform you: According to preliminary studies, the conclusions and expressed positions of the Ombudsman appear to relate more to disagreements with existing laws and legal regulations. Since the community's processes for notification, the provision of deadlines, and the immediate commencement of demolition actions after the decision came into force have fully complied with the laws, there has been no violation of any legal norm. Furthermore, it is the courts that evaluate the legality of administrative acts and actions of administrative bodies. This function is exclusively reserved for the administrative court; therefore, we believe that giving such assessments regarding the administrative actions carried out by the community is beyond the competence of the Ombudsman.

After reviewing the decision in more detail, we will provide additional clarification if necessary,” Kostanyan wrote.
