“The goal of the anti-smoking law is to create discomfort for smokers; smokers smile slyly,” joked the Prime Minister of Armenia during a government meeting.

“Now, even if they are smoking in an outdoor café, they know that they might be caught and fined. When they smoke in fear, looking around, we achieve our goal,” he said.

He also noted that law enforcement in the country is not solely the responsibility of the police; there should also be encouragement from those sitting nearby to tell a fellow smoker, 'Don't smoke, brother.'”
