How can representatives in the field of urban development obtain licenses and certificates after September 17?
As of September 9, a total of 718 licenses, 1066 supplements, and 2004 certificates have been issued under the new certification and licensing procedures for representatives in the urban development sector. Additionally, more than 500 applications are currently under review. The Urban Development Committee receives over 250 applications daily.
The Committee urges applicants to hurry and submit their applications for certification, re-licensing, and supplement acquisition via the urban.e-gov.am platform by September 17, inclusive. Applications submitted after this deadline will still be considered according to the transitional regulations. Licenses of organizations that do not apply within the specified timeframe will cease to be valid.
It should be noted that organizations can apply for licensing even after September 17; however, they will have to comply with the requirements set forth by the Armenian government decision 2106-N of November 30, 2023 (https://www.arlis.am/DocumentView.aspx?DocID=186529). In this case, to obtain a license, applicants will need to present at least three works corresponding to the type and subtype of activities in the specified field carried out in the past five years, as opposed to the one work required during the transitional period.
Only economic entities that have previously operated in the field of urban development will be eligible to apply for a first-class license. This means that the experience of organizations that did not apply for re-licensing by September 17 will also be considered post-deadline.
An important condition is that the applicant must be the main contractor in the contracts for the three works presented, and the works must have been carried out without defects, penalties, or fines incurred. Depending on the class, requirements are also set for the availability of an official website, engineering and technical personnel, and workforce.
A novice organization applying for a license for the first time will not be able to obtain a first-class high-grade license. It may only apply for a third-class license or supplement in the types of activities related to urban documentation and construction implementation. For activities such as examination of urban documentation, technical supervision of construction quality, and provision of investigation and research services for urban development objects, only a second-class license or supplement can be applied for.
Attention: Experts not certified during the transitional period must first undergo continuous professional development and collect the necessary credits before they can apply for a certificate after September 17.
