According to the decisions No. 134 of the Eurasian Economic Commission Council dated November 24, 2023, and No. 2307-N of the Government of Armenia dated December 28, 2023, the quota for registering electric vehicles classified under the customs code 8703 80 000 2 with a 0% import duty exemption has been set at 7,400 vehicles for the year 2024.

The State Revenue Committee informs that this means that for every electric vehicle registration exceeding 7,400, a 15% import duty rate will be applied in accordance with the general rules of the EAEU in 2024. From January to August 2024, and during the period from September 1 to 8, 2024, a total of 6,285 electric vehicles have already been registered. This indicates that only 1,115 electric vehicles can still be registered under the 0% import duty exemption for the period from September 9 to December 31, 2024.

At the same time, the committee informs that, according to the legislation, it is not possible to benefit from this tariff quota for a vehicle not imported into Armenia upon the submission of a preliminary customs declaration since, for the purposes of applying the exemption, the registration of a product declaration is considered the registration of corrections in preliminary customs declarations by customs authorities based on the information provided as stipulated by law. The registration of corrections can only be carried out upon the actual import of the vehicle into the Republic of Armenia, and consequently, the application of the tariff exemption will depend on the number of vehicles not exceeding the set limit of 7,400 for the 0% import duty exemption on that day.

The State Revenue Committee also reminds that for the year 2025, a 0% import duty rate has been established for electric vehicles classified under the customs code 8703 80 000 2, with a quota of 8,000 vehicles. To benefit from the 2025 quota, it will be necessary to submit and register the customs declaration or the customs entry order for the imported vehicles starting from January 1, 2025. Furthermore, according to the Tax Code of the Republic of Armenia, the exemption from VAT on imported electric vehicles will continue to operate until January 1, 2026, with no quantitative restrictions in this regard.
