Bloggers with Over 10,000 Subscribers in Russia Will Provide Information to Roskomnadzor

Russian President Vladimir Putin has signed a law requiring social media page owners with an audience of more than 10,000 users to provide information about themselves to Roskomnadzor starting November 1, 2024. This also applies to owners of public channels in messaging apps.

The composition of the information and the procedure for its submission will be established by the Cabinet of Ministers. Roskomnadzor will maintain a list of such pages on social networks.

Owners of channels not included in this list will not be able to post advertisements or funding offers on those channels. Additionally, information from such public channels will not be republished.

Messaging app owners will be required to prevent users from receiving messages from unknown contacts. They will also be obliged to provide information about messaging app users upon request from authorized bodies. The composition of this information and the procedure for its provision will be determined by the Government of the Russian Federation.

Moreover, social media owners will have to restrict access to personal pages of users who have not provided information to the regulator within 24 hours of receiving a request from Roskomnadzor, until the requirements of the law are met. This norm will come into effect on January 1, 2025.

Furthermore, social media owners with an audience exceeding 500,000 daily users will be required to provide information about themselves at the request of Roskomnadzor or the FSB.
