Arzvik Minasyan on the Absence of the CP at the Meeting Regarding the Government's Resignation
Arzvik Minasyan, a member of the National Assembly from the "Hayastan" faction, emphasized in a conversation with journalists that the CP continues its unconstitutional course. He described the absence of the CP faction and the failure to provide a quorum at the extraordinary session of the National Assembly concerning Prime Minister Nikol Pashinyan and the government's resignation as an attempt to undermine the constitutional order.
"This is nothing but an attempt to subvert the constitutional order. The Constitution stipulates that state bodies and officials are entitled to perform only those actions for which they are authorized. The members of the National Assembly, and especially the political majority, have a direct obligation under another article of the Constitution to ensure the normal functioning of the National Assembly. A session called at the initiative of at least one-quarter of the members of the National Assembly must be held in accordance with Article 100 of the Constitution. There is no opportunity here that the political majority can present as their right to not attend. If the political minority uses this tool, which is recognized in international parliamentary norms as a response to the behavior of the majority, it is logical, but the political majority cannot use its own power to undermine the session. This is an attempt to subvert the constitutional order," Minasyan stressed.
He also noted that if the CP representatives do not come and register within four hours and fail to provide a quorum, the agenda of the session will be considered concluded; however, this does not mean that the question of Pashinyan and the government's resignation should no longer be discussed in the National Assembly. "Since our initiative is currently in circulation in the National Assembly, it continues to be a substantive issue and must be discussed first in the committee and then on the National Assembly agenda," Minasyan said.
