Rubinyan States When Signing the Peace Agreement Might Be Possible Tomorrow

If there is a constructive approach from the Azerbaijani side, I consider it possible to sign the peace agreement as early as tomorrow. This was stated by the Vice Speaker of the National Assembly of Armenia and special representative for the normalization of Armenian-Turkish relations, Ruben Rubinyan, during a briefing with reporters in response to a question about the possibility of signing the peace agreement at the COP29 summit on climate change.

“We believe that we are indeed close to finalizing the text of the peace agreement, and we are ready to complete it very quickly and sign it. The fact that we are not signing it today means that it is not yet finalized,” he said.

When asked about Baku's statement that they have received a response from Yerevan regarding the peace agreement and note some positive dynamics on certain points, can it be assumed that the Armenian side has changed its stance on two fundamental issues, Rubinyan responded that it has not; the position of the Armenian side on the recognition of territorial integrity and the unblocking of regional infrastructures remains the same.

“Our position on the issue of unblocking regional infrastructures is that we want those infrastructures to be unblocked based on the principles of sovereignty and jurisdiction of the parties, equality, and reciprocity. There is an agreement between the Armenian and Azerbaijani sides on the recognition of territorial integrity, which has been documented in several meetings between the parties. If all these agreements are reflected in the peace treaty, it can be signed very quickly,” Rubinyan stated.

As for what they consider positive in the agreement, he mentioned that he cannot say. Rubinyan noted that regarding Baku's statement about the changes to the Constitution of Armenia and other issues, the Foreign Ministry has responded, and he shares the view that this undermines the peace process.
