Why There Is No Mention of Kristinne Grigoryan's Work in the Prime Minister's Office in Her Biography
The newspaper "Zhoghovurd" reports:
"Former Deputy Minister of Justice and former Human Rights Defender of Armenia, Kristinne Grigoryan, was appointed head of the foreign intelligence service on October 4, 2023, and declared two apartments owned solely by her in an apartment building. One of the apartments is located in the Arabkir administrative district and was acquired in 2021, while the second apartment was purchased in the Kanaker-Zeytun administrative district in 2015.
The head of the foreign intelligence service did not declare any means of transportation. Kristinne Grigoryan’s bank account balances amounted to 4,862,000 AMD, while her cash funds totaled 1,000 USD and 900,000 AMD.
Grigoryan's income for the reporting year amounted to 13,433,000 AMD, of which 2,698,000 AMD is from the remuneration for the foreign intelligence service, and 3,451,000 AMD is from the Office of the Human Rights Defender. Grigoryan also received income of 4,094,000 AMD from the Prime Minister's Office, but it is not mentioned in any period of her biography that she worked in the Prime Minister's Office.
"Zhoghovurd" inquired with Kristinne Grigoryan, asking for what position she received remuneration from the Prime Minister's Office. In response to the written inquiry, Kristinne Grigoryan stated, "From February 14, 2023, to October 2, 2023, I held the position of advisor to the Secretary of the Security Council of Armenia. The office of the Secretary of the Security Council is included in the structure of the Prime Minister's Office."
To the second question, "Why is there no information about your work in the Prime Minister's Office in your biography?" Grigoryan replied, "The only biography I have published since January 24, 2023, which is available on the Government of Armenia's website, is presented in a very brief format and does not include other positions I have held during my professional career."
Kristinne Grigoryan also received 27,000 AMD from the NGO 'Women's Rights House' under civil contracts. She received 3,161,000 AMD from the State Revenue Committee. The remaining principal amount of loans and borrowings received by the head of the foreign intelligence service as of December 31 of the reporting year amounted to 22,962,000 AMD, which is the remaining principal amount of the apartment mortgage. Based on this, we conclude that the amount received from the State Revenue Committee is income received under the income tax refund law for the purpose of repaying the mortgage principal balance.
Grigoryan has directed 4,696,000 AMD towards the loan repayment. It should be noted that prior to becoming the head of the foreign intelligence service, Kristinne Grigoryan served as the legal advisor to the Speaker of the National Assembly of Armenia from 2012 to 2014, headed the International Legal Cooperation Department of the Ministry of Justice from 2015 to 2018, was an advisor to the First Deputy Prime Minister Ararat Mirzoyan from 2018 to 2019, and served as an advisor to the Speaker of the National Assembly from January to July 2019. On July 3, 2019, she was appointed Deputy Minister of Justice by the Prime Minister's decision. On January 24, 2022, Kristinne Grigoryan was elected Human Rights Defender by the National Assembly, replacing Arman Tatoyan. She resigned on January 23, 2023, and was later appointed head of the foreign intelligence service."
