No Waste Collection Implemented in 58 Communities, Says Djanzhughazyan
During a Joint Committee Meeting on Financial and Budgetary Issues and Territorial Administration at the National Assembly today, May 20, Atom Djanzhughazyan, the President of the Audit Chamber, remarked that out of the four directions outlined in the program of actions for the years 2021-2023, 32 measures were supposed to be implemented. However, the measures that were carried out were completed later than the set deadlines, and some were not implemented at all.
Djanzhughazyan presented the current conclusions of the Audit Chamber regarding the performance audit of the solid waste management process under the Ministry of Territorial Administration and Infrastructure.
“In the first direction related to waste collection, four measures were not implemented. In the second direction, regarding waste disposal sites, five out of six measures were not completed. None of the seven measures related to the five-tier subordinate structure of waste management were carried out during the audit period,” he detailed while presenting the audit findings on the implementation of the waste management strategy adopted in 2021 and its corresponding action program for 2021-2023.
According to him, the fourth set of public awareness measures could have been performed better.
Djanzhughazyan revealed that the audit established that at the beginning of 2021, prior to the consolidation of communities, organized waste collection was only conducted in urban and suburban areas, while no waste collection was carried out in 58 communities. However, the ministry has stated that by the end of 2023, waste collection programs will be implemented in all communities.
The President of the Audit Chamber noted that waste disposal sites do not comply with urban planning, environmental, and sanitary-hygienic norms.
