Vladimir Gasparyan's Daughter's Rank of 'Lieutenant Colonel' Declared Invalid
The Chief Prosecutor Anna Vardanyan's letter to the Ministry of Internal Affairs, along with the Anti-Corruption Court's decision from October 12, 2023, have led to the declaration of the rank of 'Lieutenant Colonel' awarded to Yu.G., the daughter of the former Chief of Police, as invalid. The Chief Prosecutor's office had informed that on July 23, 2023, the prosecutor confirmed the indictment against Yu.G., daughter of former Chief of Police V.G., and submitted the case materials to the Anti-Corruption Court.
During the preliminary investigation, Yu.G. reimbursed the state for damages amounting to 8 million 838 thousand drams. During the judicial review phase, specifically in early hearings on October 12, 2023, a motion was submitted by Yu.G.'s defense attorney to apply expedited proceedings. Yu.G. supported the motion from her attorney, stating that she agrees with the charges against her.
In the context of the expedited trial, the defense attorney requested the court to terminate the public prosecution against Yu.G. based on the law adopted on November 1, 2018, regarding amnesty in connection with the 2800th anniversary of the establishment of Erebuni-Yerevan and the 100th anniversary of the declaration of independence of the First Republic of Armenia. The court granted the motion on October 12, 2023, terminating the public prosecution against Yu.G. on grounds of amnesty.
It should be noted that on November 30, 2022, a public prosecution was initiated against Yu.G. by a supervising prosecutor under Article 38-179, Part 3, Point 1 of the Criminal Code adopted on April 18, 2003 (aiding and abetting appropriation or misappropriation).
In the criminal proceedings examined by the Anti-Corruption Committee, it was clarified that Yu.G. assisted L.E., who served as Deputy Chief of Police and Commanding Officer of the Police Troops from 2012 to 2018, by providing means and removing obstacles, misappropriating property entrusted to him during the period from 2015 to 2018 using his official position. Specifically, V.G., who held the position of Chief of Police from 2011 to 2018, appointed Yu.G. to the post of Senior Officer of the Operational Division of the Police Troop Staff on the basis of order No. 490-A dated March 7, 2015. Subsequently, she was appointed as the Head of the Department for Personnel Affairs of the Police Troops by order No. 225-A from March 16, 2018.
On March 16, 2018, V.G. awarded the rank of 'Lieutenant Colonel' to Yu.G., and three days later, she was again appointed as the Senior Officer of the Operational Division of the Police Troop Staff by L.E.'s order No. 248-A, dated March 19, 2018. Based on the report submitted by Yu.G., she was dismissed from service by order No. 1388-A on May 10, 2018. During her time in this position and until her dismissal, Yu.G. did not report for duty and did not fulfill her official responsibilities.
L.E., who was well aware that Yu.G. failed to perform her official duties for more than three years from March 7, 2015, to May 10, 2018, and did not report for duty as required, not only did not take preventive measures but also confirmed each month the financial requests for the Police Troops with his signature and sent payment orders to the Ministry of Finance, including the data of Yu.G. who had not reported for duty and failed to perform her official duties.
As a result, during the specified period, Yu.G. was paid a total of 8 million 838 thousand drams as salaries, bonuses, and vacation allowances (Yu.G. received and cashed the amounts paid to her as salary, bonuses, and vacation payments).
