The Investigative Committee of Armenia has announced that on April 12, 2024, a military vehicle of the 'Ural' brand, registered under the Ministry of Defense of Armenia, was involved in an accident that resulted in the deaths of four servicemen and various degrees of injury to several others.
In connection with this incident, the 9th garrison investigative division of the main military investigative department of the Investigative Committee has initiated a criminal case under Part 4 of Article 538 of the Armenian Criminal Code (Violation of the rules of driving or operating a combat, special, or transport vehicle, resulting in the unintentional death of two or more individuals).
The investigation is ongoing, with comprehensive investigative and procedural actions being carried out to clarify all circumstances surrounding this tragic incident. A range of necessary documents relating to the operational requirements, technical condition, and usability of the vehicle have been seized.
More than twenty individuals have been questioned, including servicemen, command staff representatives, and those responsible for the safety and maintenance of the unit’s vehicles. Expert examinations have been appointed.
At this moment, investigative actions have not yet been able to be conducted with the vehicle's driver or the senior individual responsible for its operation, due to their health conditions.
Given the existing speculations, it is necessary to inform that the investigation has ruled out any connection between this incident and gunfire. Based on the information obtained during the investigation, the driver's operation of the vehicle was lawful, and all necessary procedures concerning the delegation of the vehicle to that individual were properly maintained according to the available factual data.
The investigation continues. An inquiry is being conducted into the suitability and operability of the vehicle or any of its parts, compliance with established requirements and regulations for the transportation of servicemen, as well as the objective and subjective factors that contributed to the accident.
The results of the investigation will be presented to the public by the Investigative Committee of Armenia as permissible.
