Israel is developing a secret plan that would grant leadership authority to Palestinians who are acting against the Palestinian Hamas movement and are engaged in distributing humanitarian aid in the Gaza Strip, according to the Wall Street Journal, citing its sources. The information has been relayed by RIA Novosti.

“According to Israeli and Arab officials, personnel from Israel's security services are formulating an aid distribution program in Gaza that could eventually establish a governing authority there led by Palestinians,” the publication states.

Officials note that once the enclave is accessed, which has passed through Israeli inspection, it will be directed to large warehouses located in central Gaza, where it will be distributed by Palestinians. It is reported that following the conclusion of military operations, those responsible for humanitarian aid will assume leadership authority with the support of security forces funded by Arab governments.

Sources have indicated that “Gaza will be governed by those who do not seek to kill Israelis,” referring to Palestinian leaders and businessmen who are not associated with Hamas and oppose them. For this purpose, Israel is conducting negotiations with Egypt, the UAE, and Jordan to gain their support. However, another Israeli official has stated that Hamas could render this plan unfeasible.

These efforts are noted to be among the first steps Israel has begun to take to fill the power vacuum in the Gaza Strip that arose after October 7.
