Displaced Residents of Artsakh Can Benefit from Housing Assistance Program if They Become Citizens of Armenia

On March 21, a discussion was held regarding the housing assistance program for individuals forcibly displaced from Karabakh. The meeting was attended by Armenia's Deputy Prime Minister Tigran Khachatryan, Minister of Territorial Administration and Infrastructure Gnel Sanosyan, Deputy Ministers of Labor and Social Affairs Anna Jamakochyan and Davit Khachatryan, as well as the head of the Migration and Citizenship Service of the Ministry of Internal Affairs, Armen Ghazaryan.

According to the Ministry of Territorial Administration and Infrastructure, regional governors, the deputy mayor of Yerevan, Armen Pambukhchyan, and displaced persons from all regions of Armenia, as well as Yerevan, also participated in the meeting.

At the beginning of the meeting, Tigran Khachatryan outlined the details of the upcoming housing assistance program. He noted that support will be provided for individuals to either build a home or purchase a house or apartment. The option of constructing social housing was also discussed, which will be allocated specifically to citizens requiring special care who cannot build a home for objective reasons.

The Deputy Prime Minister indicated that the program will be implemented in phases. In the first phase, priority will be given to families with three or more minor children. In subsequent phases, support will be extended to families with two and one minor child, followed by representatives of other groups.

Families that continue to await their turn for housing after the first phase will receive state support. The amount of assistance aimed at housing provision is expected to be around 3 million drams per person (more in specific residential areas).

Individuals who become citizens of Armenia will be eligible for the housing assistance program. However, the ownership rights of the given house or apartment will only transfer to them after the completion of the tenth year, provided they have lived in that house or apartment throughout the entire period.

After the Deputy Prime Minister presented the details of the program, a constructive discussion took place. Displaced attendees raised all their questions, which mainly pertained to the housing assistance program as well as other currently active state support programs.
