For Drivers and Vehicle Owners: Babken Tunyan Makes a Statement

Kyoto City Council member Babken Tunyan has made a statement on Facebook: “My colleague Narek Zeynalyn has put forward a legislative initiative which, if adopted, would require paying only the outstanding debts from previous years during the vehicle technical inspection, allowing individuals to manage their funds at their discretion until December 1.”

The tax code stipulates that property tax for each year can be paid up to and including December 1 of that year. However, at the same time, another provision in the code obliges individuals to fully meet their tax liabilities for vehicles subject to technical inspection prior to presenting the vehicles for that tax year's technical inspection. In other words, if you take your car for inspection, for example in January or February, and you have no debt from previous years regarding property tax, you would still be required to pay the entire property tax for that year.
