Video: Whether the Neutralized Azerbaijani Will Be Returned to Azerbaijan Depends on the Article, Says Andranik Kocharyan

This was stated by Andranik Kocharyan, Chairman of the National Assembly's Defense and Security Committee, during a conversation with journalists.
“Soon, the Investigative Committee will make an announcement about what articles are being imposed. The NSS has already made its statement, and during the day you will also be informed about the content of the articles and the reasons for their imposition. Azerbaijan does not deny that it concerns one person; there is no second individual,” he said.
When asked how an armed Azerbaijani was able to cross the border, Kocharyan responded, “There are numerous sections within our defense lines that can be crossed if there is intention. But it is very important that after crossing, our corresponding forces have neutralized the person. This means it is now very difficult to cross our borders unnoticed. Every time we enhance the capabilities of these borders, we are almost eliminating any opportunity for such incursions to become a reality at their will.”
The articles proposed will clarify the purpose of why he crossed our lines. I believe that since he had weapons, we can say anything – it could be sabotage, it could be getting lost, it could be a drunken incident, or it might also be a result of the conditions prevailing in their units that he tried to come under our authority,” Kocharyan clarified.
He specified that whether or not he will be returned to Azerbaijan depends on the article imposed: “After that, we have the opportunity to talk with the Azerbaijani side. We also have prisoners. In the previous case, which was controversial, there was a murder incident, but we saw that a legal solution was found concerning the exchange of prisoners.”
