VIDEO: "How will you regulate the wonders by law?" MPs fail to understand the proposed law by the ruling party

The Armenian National Assembly is discussing a draft law on amendments and additions to the law on the management of multi-apartment buildings and changes to the Administrative Offenses Code of Armenia. The rapporteur of the project from the ruling party, MP Mikael Tumasyan, noted that the law addresses the following issue: "For instance, a citizen acquires a certificate of right in a newly built building where it is planned to construct a 10-story building, but somehow the floors increase and the building becomes, for example, 14 stories, thus violating the rights of the citizen. This law aims to prevent such occurrences."

However, the essence of the proposal remained unclear to lawmakers regarding the law itself. MP Arman Ghazaryan from the Armenia Party questioned that if a change is made to the construction permit that increases the number of floors, all co-owners should give their written consent since the building is co-owned. "This can't simply be regulated by magic; it's an existing norm. You haven't brought anything new, so what do you want to change now?" Tumasyan responded that if the developer received permission for a 10-story building, the individual did not acquire just an apartment but a certificate of right, which specifies their apartment's address and square footage and grants them rights over the common areas. "And the miracle is that the permit for the 10-story building is changed to a 12-story one, which is what violates the residents' rights," he explained.

Ghazaryan replied, "To be honest, I don't understand how wonders are regulated by law; tell me what you're suggesting." Tumasyan answered that through the proposed amendments, they want to prevent such miracles or, if they are not miracles, they should happen with the consent of residents. The essence of the law remained unclear to Ghazaryan, but National Assembly President Alen Simonyan responded, "Time is up, that's all for now."
