Support for Each Member of Displaced Families from Artsakh May Amount to 3 Million Drams, Says Deputy Prime Minister
Support for each member of families displaced from Artsakh may amount to 3 million drams per household. After March, only minor children will receive 50,000 drams each.
This was stated by Armenian Deputy Prime Minister Tigran Khachatryan during an interview on Public Television with Petros Ghazaryan. “So far, we have been discussing the basic support amount for each family member being 3 million drams. It is likely that this amount will also be confirmed by a government decision as a financial mechanism in the near future. If a family consists of 5 members, it means that they can apply for 15 million drams with that certificate to any commercial bank. The commercial bank will finance the purchase of the apartment that the family wishes to have, and we will pay the bank’s amount on behalf of that family over the next 10 years,” he said.
The support amount for minor children will be non-returnable, while for working-age individuals, it will be returnable. However, the repayments will not start from the first day. This is because people need time to adapt, find work, and secure certain conditions.
After the 10-year period, if, for example, there were 2 adults and 3 minors in the family, then out of the 15 million drams, 9 million drams—accounting for the 3 minor children’s support—will not be subject to repayment. If during the 10 years the family repays 6 million drams, they will also have a property right or management right, which means that at the end of the 10th year, they can treat that apartment as their own. If there is no repayment, they will continue to live in that house, but will not have ownership rights.
We support families in having a home, but it is not mandatory for it to be in Yerevan. Families displaced with 3 or more minors will be the first to benefit from the housing support, but we will also assist others as they wait for their turn. We will provide 50,000 drams to each family for minors, while vulnerable other groups such as retirees and individuals with disabilities will receive 20,000 drams each. We will not provide payments, likely for people of working age who are capable of working,” he added.
