ARF "Civil Contract" faction MP Hayk Sargsyan succinctly presented today why the opposition should vote in favor of his proposed legislative initiative. According to him, the adoption of the draft will allow citizens who have turned 27 and evaded mandatory military service to avoid criminal liability by either serving in the Armed Forces or paying a sum of money.

"If a citizen serves two years, they won’t have to pay anything. If they do not want or cannot serve, they will have to pay 15 million drams, unlike the law adopted in 2004 during Robert Kocharian's presidency and in force during the ten years of Serzh Sargsyan's presidency, when a citizen who evaded service paid 100,000 drams for each missed draft to avoid liability.
