VIDEO: How Should We Determine Whether This Area Belongs to Armenia or Azerbaijan?
The Prime Minister of Armenia also spoke about the demarcation of borders with Azerbaijan. He noted that when Azerbaijan talks about the return of four villages, Armenia raises the issue of 32 villages, the vital territories of which are occupied, including in the Gegharkunik region.
“We say that there should be no occupied territories between Armenia and Azerbaijan. Therefore, when it becomes clear that Armenia is holding some territories under its control, which de jure belong to Azerbaijan, Armenia must withdraw from those areas, while the territories that de jure belong to Armenia but are under Azerbaijan's control must be vacated by Azerbaijan. Such a political agreement exists, but it is practically impossible to implement without an agreed map, because how can we determine whether this area belongs to Armenia or Azerbaijan?” the Prime Minister stated.
According to Nikol Pashinyan, there is an option to politically base the negotiations on the 1991 Alma-Ata Declaration, present maps that represent the provisions of the declaration de jure, and go on-site to assess the realities and match them to the maps. The contrary situation will constantly lead to escalations, which cannot serve as a basis for peace.
