Citizens Might Be Deprived of the Right to Appeal to Administrative Courts Regarding Fines, Says Minister of Internal Affairs

The Minister of Internal Affairs, Vahe Ghazaryan, presented a package of drafts regarding amendments and additions to the Code of Administrative Offenses of Armenia. Among other changes, the minister stated, "In order to reduce the burden on the administrative courts of Armenia, it is proposed that all administrative acts of the Police of the Republic of Armenia can only be challenged in court after being contested administratively. To achieve this goal, another regulation has been established: considering that the process of drawing up a report on an administrative offense and submitting a lawsuit to the court is almost the same as the administrative procedure conducted by the Police, which concludes with the issuance of an administrative act, several cases concerning administrative offenses, which are currently being examined by the administrative court at the request of the Police, will no longer be examined in court after the adoption of the drafts, but rather by the Police itself."
