This was stated by Pedro Zarokyan from the 'National Progress' faction during a city council meeting discussing the project to increase parking fees.
“Every day the situation in the city is like this. The police do not understand that their important task is to ensure regular traffic. After accidents, instead of taking pictures and moving cars off the road, they come and talk to the drivers. I will suggest bringing coffee next time; I might as well recommend bringing khashlama. Aren't you ashamed to make people wait for hours every day?” he noted.
