Let’s set aside the entire legal absurdity of this claim.

Secondly, there is one authority in the territory of the Republic of Armenia, the legitimate authorities elected through free, fair, and transparent elections in Armenia. Only Armenian institutions operate in the territory of Armenia. Finally, with your incompetence (at best), you brought Artsakh to ruin.
