Why Shahramanyan Has Not Officially Announced the Cancellation of His Signed Decree
The newspaper 'Zhoghovurd' reports: On September 19, in order to halt the war unleashed by Azerbaijan against Artsakh, the authorities of Artsakh had to accept Azerbaijan's preconditions, which included the surrender of Artsakh's historic territories and disarmament. This ultimately led to the depopulation of the second Armenian state.
On September 28, the President of Artsakh, Samvel Shahramanyan, signed a decree stating that the Republic of Artsakh would cease to exist as of January 1, 2024. Firstly, it should be noted that no decree signed by any official can dissolve Artsakh, as it is a sovereign state established through a referendum by its people, complete with its governmental structures and attributes.
Samvel Shahramanyan himself stated that no document can dissolve a state created by the people, thus sending a message that his signed decree holds no legal power. In this case, it is rather strange why Shahramanyan has not officially announced the cancellation of his signed decree.
Furthermore, as sources from the newspaper indicate, there is already a decree for the cancellation of this legally invalid document; however, it is unclear why the Artsakh government is avoiding its publication. It is also crucial that this cancellation decree be published by the end of the year so that this message is officially delivered to the international community.
Thus, there is little time left before the dissolution document comes into force, and how the Artsakh government will act remains to be seen.
