The Ministry of Internal Affairs Clarifies Recent Procurement
The Ministry of Internal Affairs of Armenia has issued a clarification in response to media coverage regarding procurement made from "Sil Insurance." The reports characterized the procurement as a "non-competitive urgent single-person purchase procedure." The Ministry explains: "On November 13, 2023, for the needs of the Ministry of Internal Affairs, a procurement procedure was announced for the acquisition of insurance services for 21 units of 'Mitsubishi L200' vehicles under the code GHGDPH-2023-APPA/A-82. The deadline for submitting bids was set for November 21, 2023. Only 'Sil Insurance' LLC submitted a bid, which exceeded the estimated price, thereby resulting in the procedure being deemed unsuccessful. Due to the initiation of the water patrol service and referring to the second subsection of Article 23, Part 1 of the Law on Procurement of the Republic of Armenia, it is stated that an urgent need for the procurement arose as a result of an emergency or unforeseen situation, and other forms of procurement were impossible due to timing, given that such need could not have been objectively predicted.
On November 28, 2023, another procurement procedure was announced in an urgent single-person purchase format under the code HMAZDPH-2023-APPA/A-83 (referring to an open competitive procedure), with the deadline for bid submissions set for December 1, 2023. Again, only 'Sil Insurance' LLC submitted a bid, and a contract was signed with them on December 13, 2023. Additionally, the Ministry of Internal Affairs emphasizes that procurement procedures for insurance services are conducted exclusively through competitive processes," stated the announcement.
The Ministry urges media outlets to present accurate and complete information, avoiding attempts to mislead readers, and encourages them to consult relevant subdivisions of the Ministry for clarity.
