How Much Will the State Subsidize Customs Clearance of Vehicles with Georgian License Plates Until December 30?

The State Revenue Committee of Armenia has announced that the government has adopted two decisions today. Specifically, one of the decisions, titled 'Establishing Certain Measures to Secure Payment Obligations of Customs Duties and Taxes for Personal Use Vehicles Temporarily Imported into the Republic of Armenia,' stipulates that starting from January 1, 2024, a monetary security requirement will be established for personal use vehicles temporarily imported into Armenia. This means that from that date onwards, for vehicles registered in third countries, monetary security in cash form will be required instead of providing security through existing insurance companies for customs duties and taxes.

This implies that individuals temporarily importing vehicles will need to transfer the full rates of customs duties and taxes payable at the time of importation to the state budget account 900008000755. These funds will be returned if the vehicle is re-exported within the temporary import period, based on the citizen’s application.

In essence, the cash security requirement will apply to citizens of Armenia or other EAEU member countries who arrive in Armenia with vehicles registered in third countries. However, this requirement will not apply to citizens of Armenia or other EAEU member countries who arrive in Armenia with vehicles registered in Armenia or EAEU member countries. It also does not apply to third-country citizens arriving in Armenia with vehicles registered in third countries unless they already possess a temporarily imported vehicle and are temporarily importing a second or more vehicle.

The second decision, regarding the 'Approval of a State Aid Program for Partial Reimbursement of Customs Duties and Taxes for Light Passenger Vehicles Classified Under HS Code 8703 Temporarily Imported into the Republic of Armenia by Individuals from Non-EAEU States,' will provide partial reimbursement of customs duties and taxes for citizens from Armenia or other EAEU member countries. This applies to those who have temporarily imported light passenger vehicles from third countries by December 4, 2023, and will clear them through customs between December 5 and December 30. The reimbursement is set at 40% for vehicles less than five years old and 70% for vehicles older than five years.

Notably, these beneficiaries will pay 60% of customs duties and taxes for vehicles less than five years old and 30% for vehicles older than five years at the time of customs clearance, while the state will cover the remaining burden.

Furthermore, the Committee has noted that starting from December 5, 2023, beneficiaries can visit the North Customs Office located in Gyumri (address: Gyumri, 2/14 Khrymyan Hayrik Street) for customs clearance. It is essential that the beneficiary personally presents themselves at the customs office with identification documents, the temporarily imported vehicle, its technical passport, customs entry orders issued at the time of temporary importation, and any other relevant documents if available.
