Shahramanyan is Still in Contact with Azerbaijan: Samvel Babayan
Nicola Pashinyan's fault lies in the incorrect personnel policy. This was stated by former Secretary of the Artsakh Security Council Samvel Babayan after a meeting of the investigative commission studying the circumstances of the 44-day war.
“The second problem is that he has trusted people,” he noted.
When asked if he had been offered any position in Armenia, Babayan replied that he had not discussed any positions with anyone. In response to a question about his responsibility during the 44-day war, Babayan, who held the position of Secretary of the Artsakh Security Council during the war, stated, “You think that being in that position, should I have some blame? Of course, I do not.”
Babayan indicated that he understood before the war that Azerbaijan would win the military operations, and for that purpose, he sent warning letters to the authorities of Armenia and Artsakh. According to Babayan, as long as Azerbaijan had not captured Shusha, the war would not cease.
Babayan stated that he does not consider the Artsakh issue closed. He pointed out that Artsakh surrendered to its authorities: “On the 19th, the Artsakh authorities surrendered Artsakh along with their entire political elite.”
“The leadership of Karabakh negotiated with the leadership of Armenia on November 9, agreeing on a document which states that Karabakh is part of Azerbaijan,” he said, also criticizing the document of November 9, 2020.
Samvel Babayan revealed that the President of Artsakh Samvel Shahramanyan is still in contact with Azerbaijan. “Samvel Shahramanyan, who is loved by the opposition, negotiates, calls Baku every day and talks,” he noted. He reminded Shahramanyan's statement about negotiating the return of the displaced people: “Now I say to you, he is negotiating.”
