On November 17, operational information was received at the main department of the Criminal Police regarding an argument that took place on Davit Bek Street in Yerevan. It was revealed that at approximately 16:20 on that day, the driver of a ‘Toyota’, known as V. A. and recognized for his high status in the criminal hierarchy as a ‘thief-in-law’, was involved in a dispute with another person of the same status, known as A. M., driving a ‘Mercedes’. During this confrontation, both parties displayed disrespect towards society, grossly violated public order, exchanged insults, and physically attacked each other.

On that same day, a criminal proceeding was initiated in the investigatory department of the Avan and Nor Nork administrative districts under the features of hooliganism. The operation concluded on November 22. It was reported that Vitali Tbilisski and his companions were armed; however, the safety of the operation was ensured.

At 13:10 on the Yerevan-Sevan highway, near the city of Sevan, the mentioned ‘Toyota’ was stopped. The ‘thief-in-law’ and three individuals accompanying him were arrested on suspicion of hooliganism and transferred to the Nor Nork police department.

A personal search of Vitali Tbilisski revealed a spiraled package containing a crystal-like substance and two psychotropic pills, while two pistols were found inside the vehicle. All were presented to the authority conducting the proceedings and arrested.
