Refugees Raise Issues on Preservation of Documents and Graves Left in Artsakh, Says UN Special Rapporteur

A number of interviewees noted that progress has been made since 2020 in terms of addressing issues related to the Artsakh conflict, announced UN Special Rapporteur Fabian Salvioli while presenting a preliminary report on human rights violations in Armenia. He mentioned visiting Syunik, Jermuk, and a refugee camp, and meeting with high-level officials in Armenia.

“My arrival in Armenia coincided with the forced displacement of Armenians from Artsakh. I was able to meet with the displaced individuals, as well as with the authorities in the communities and in Yerevan. I saw the pain and urgent issues they face, as well as the impressive efforts made by the authorities to address their urgent needs,” he stated.

According to him, nearly all of the refugees' basic needs have been met—housing and means of subsistence.

“However, over time the situation may become more difficult; medium-term solutions need to be implemented with the support and advice of the international community, which is already underway,” he said. He emphasized that registration mechanisms should be eased to ensure unlimited access to employment and other services. “In addition to essential needs, the refugees have raised concerns regarding the preservation and accessibility of documents left in Artsakh and the protection of their cemeteries and cultural heritage in those areas,” he added.

“I urge the parties to engage in peaceful negotiations and the members of the international community involved in this process to consider mechanisms for preserving this tangible and intangible heritage and to restore justice, ensure accountability, facilitate the return of prisoners of war and captives, as well as restitution, which should be done in consultation with the victims,” he said.
