During the 6th Peace Forum in Paris, Armenian Prime Minister Nikol Pashinyan spoke about the likelihood of signing a peace treaty with Azerbaijan, expressing hope that it will be based on the three principles agreed during negotiations in Brussels.

"Principle 1. Armenia and Azerbaijan fully recognize each other's territorial integrity and sovereignty, based on the awareness that Armenia occupies 29,800 square kilometers of territory, while Azerbaijan has 86,600 square kilometers. Principle 2. Armenia and Azerbaijan reaffirm their unconditional commitment to the 1991 Alma-Ata Declaration as the framework for demarcation of borders," he stated.

He noted that the Alma-Ata Declaration was signed by 12 republics of the Soviet Union on December 21, 1991. According to him, this declaration established that the administrative borders between the republics of the Soviet Union would become state borders.

"Principle 3. Future transport arrangements for unblocking transportation and economic links in the region will respect the sovereignty, jurisdiction, reciprocity, and equality of all countries. We achieved agreement on these principles during negotiations with the President of Azerbaijan in Brussels, and these agreements were recorded in the statements of Charles Michel, President of the European Council, following the trilateral meetings on May 14 and July 15, 2023. French President Emmanuel Macron and German Chancellor Olaf Scholz have also expressed their support for these principles, as indicated in the quadrilateral statement signed by Charles Michel, Olaf Scholz, Emmanuel Macron, and myself. If Azerbaijan does not reject these principles, it would mean that signing the peace treaty with Azerbaijan in the coming months becomes very realistic.

Unfortunately, the President of Azerbaijan refused to participate in the five-party meeting held in Granada last month. The trilateral meeting planned for October in Brussels did not take place, and I have not received an invitation for the next meeting from Charles Michel. I hope that our EU partners remain committed to their obligations," Pashinyan said.
