Empowering a Committee with the Authority to Negotiate with Azerbaijan: Babayan's Party Issues a Statement
The "United Homeland" party led by former Minister of Defense of Artsakh, Samvel Babayan, has issued a statement regarding the situation surrounding Artsakh. The statement notes that the statehood of Artsakh has been shattered, whereas, if not sovereign, Armenian Artsakh had not only stable prerequisites but also prospects.
The party has formulated and submitted an agenda to the Artsakh parliament, proposing to convene a consultation involving members of the National Assembly and public-political leaders. It suggests addressing the constitutionality of the decree by Artsakh President Samvel Shahramanyan on the dissolution of Nagorno-Karabakh to the Supreme Court of Nagorno-Karabakh. The proposal also includes the establishment of a special committee to deal with the issues of Artsakh residents and to empower this committee to negotiate with the international community and Azerbaijan.
However, parliamentarians have refused to participate in consultations based on the proposed agenda, with no reasons given for their decision.
The statement reiterates the stance of the "United Homeland" party: if there is a government, it must be exclusively in Artsakh, while outside of Artsakh, the functions related to the return or resettlement of the people of Artsakh should be dealt with by the National Assembly elected by the people and local self-government bodies.
