The 9th Point of the November 9 Triumvirate Statement Is Being Abolished: "Hraparak"

According to the newspaper "Hraparak," it was previously reported that Prime Minister Nikol Pashinyan had informed a narrow party circle that they would cancel the 9th point of the November 9, 2020 trilateral statement. This point stipulates the unblocking of roads and states that "the control over transport communications is exercised by the Russian Federal Security Service’s border guard units."

Pashinyan has been making transparent hints about this for a long time, trying to convey the message through insinuations. However, just the day before, during the discussion of the 2024 budget draft, he almost explicitly announced that a special unit would be created within the National Security Service (NSS), with the aim of ensuring the security of communications.

"We are currently in a process where a special unit is being established within the NSS, the purpose of which will be to ensure the security of communications. In addition, we have deployed the patrol police throughout the entire territory of the country, whose important tasks include ensuring the passage of communications, individuals, cargo, goods, and vehicles across the territory of the republic," he stated.
