Russia Temporarily Bans Export of Hard Wheat, Lists Exceptions for Certain Countries
The Ministry of Agriculture of the Russian Federation has proposed to ban the export of hard wheat from Russia from December 1, 2023, to May 31, 2024, according to a draft government decision on regulatory legal acts.
Several exceptions are anticipated; in particular, the ban will not apply to the export of hard wheat from Russia for the purposes of providing international humanitarian aid, within the framework of international intergovernmental agreements, as well as for supplies and exports.
The ban will also not affect hard wheat exported to support the activities of Russian organizations in the Spitsbergen archipelago and the Baikonur spaceport, or to the Republics of Abkhazia and South Ossetia, as well as for Belarus within the Union State.
