According to the charges, on April 4, 2023, between 16:30 and 18:00, during a gathering of the "United Public Movement" in front of the National Assembly gates, Bagratyan climbed onto the back of a vehicle serving as a platform for speeches and, using a loudspeaker in a public manner that was covered by various media outlets and websites, he allegedly called for violence against Pashinyan, attributing the security and economic situation in Armenia to his foreign and domestic policies.
Specifically, while speaking about Prime Minister Nikol Pashinyan, he stated, "Hey, why are you all dying? Remove that person, finish it off, get rid of that power with your strength, your momentum."
