Russia Receives Arms Control Proposals from the U.S.

Russia has received proposals from the United States regarding the resumption of dialogue on strategic stability and arms control, which are currently under review, announced Sergey Ryabkov, Deputy Foreign Minister of Russia, to reporters. The information is reported by RIA Novosti.

"This is true; it is in the form of a non-paper, meaning it's written but not in the form of an official memorandum. We are currently analyzing it in an inter-agency format," Ryabkov stated to reporters.

He added, "There are no new elements. This is a known position, just compiled. We are calmly studying it and will respond to the Americans at the appropriate time; it is too early to talk about how we will do that."

According to Ryabkov, the U.S. "is proposing to establish a structured basis for conducting dialogue on strategic stability and arms control, and this is to be done separately from everything else. We are not prepared for that."

"We believe that without a profound fundamental shift in the United States' hostile course towards Russia, returning to dialogue on strategic stability, including the theme of strategic offensive weapons and other issues as it was previously practiced, is simply impossible," Ryabkov emphasized.
