VIDEO: An Organization Has Decided TV Ratings for Years, Which Has Not Been Objective - Gabrielyan
A necessity has arisen in Armenia for the establishment of a regulatory institute for television channels and programs. This was stated on October 24 during the discussion of a bill amending the "Law on Audiovisual Media" in the National Assembly by the author of the legislative initiative, committee chair Sisak Gabrielyan.
The bill is based on legal regulatory acts and the experiences of neighboring countries as well as EU member states.
"It is planned to create tools for conducting research on the existing television audience, form an Industrial Committee, and establish a pricing scale for the advertising market," said Gabrielyan. He emphasized that this is very important for the stakeholders in the advertising market.
The studies will be conducted by specialized structures, taking into account unified criteria. The Industrial Committee will handle all these issues. Its composition may include major advertisers as well as organizations engaged in audiovisual broadcasting. The state's involvement in these processes will be zero.
Through this committee, organizations will be selected on a competitive basis to carry out rating measurements. The criteria they will follow will be determined.
In turn, television companies operating in the Public Multiplex, by a majority vote, will be obliged to form a council. Its task will be to select the organization that will conduct the measurements. The data from these measurements will form the basis for advertising distribution.
