Who incited the Armenians to organize a protest in front of the Artsakh representation?

Citizens forcibly displaced from Artsakh are holding a protest, demanding their salaries, pensions, and social support from Samvel Shahramanyan.

According to the media, the protest was initiated by Samvel Babayan, the former secretary of the Security Council of Artsakh. Under his encouragement, citizens are insulting Shahramanyan and claiming that he is not a leader favored by the Armenian authorities, demanding that he resign and step down.

Reports suggest that Samvel Babayan has created this situation in order to seize control of the still-existing government system in Artsakh.
