Civil Servants in Artsakh Dismissed, but Exceptions Exist: Decree
The President of Artsakh, Samvel Shahramanyan, has signed a decree stating that employees of state and community institutions, organizations established with state and community participation, and foundations created by the state and communities are dismissed from their positions effective October 1, 2023.

Shahramanyan issued the decree considering the situation surrounding the Republic of Artsakh after September 20.
The document specifies that exceptions are in place for the President of Artsakh, the Chief of Staff, the Secretary of the Security Council, Members of the National Assembly, the Head of the National Assembly Staff, judges, the Human Rights Defender, the Chairman of the Central Electoral Commission, the Prosecutor General, the State Minister, all ministers, the head of the Government Affairs Management of the Presidential Administration, heads of other state administration bodies, the Chairman of the Committee on Housing Issues, the Head of the Police of the Ministry of Internal Affairs, the Director of the State Emergency Service, the Mayor of Stepanakert, heads of regional administrations, community leaders, and heads of companies (excluding state non-commercial organizations) and foundations established by Artsakh.
These individuals will continue to serve in their roles on a voluntary basis (without remuneration).
The decree establishes that documents issued in the name of the Republic of Artsakh after October 1, 2023, will be valid.
