Under What Conditions Will Students Displaced from Artsakh Be Provided with Scholarships? Clarification
Students forcibly displaced from Nagorno-Karabakh will be provided with scholarships if they were studying at higher educational institutions or vocational organizations in Artsakh prior to their displacement, according to the Armenian government.

Who can receive a scholarship?
Students forcibly displaced from Nagorno-Karabakh after September 19, 2023, who were enrolled in educational institutions in Nagorno-Karabakh (state or private) as of September 2023, and who apply to state educational institutions in Armenia (organizations or branches conducting preliminary (vocational) education, secondary vocational, and higher educational programs) as per the established procedure.
How to Obtain a Scholarship:
Step 1: Submit an application to a state educational institution to continue your studies in your specialty (if it is not offered, then in a related specialty) by providing all necessary information and documents.
Step 2: The educational institution enrolls you in the relevant educational program, provided that:
- There are physical conditions available for the inclusion of additional students in the given program.
- The maximum amount of the scholarship established by the rules is sufficient for you to be involved in the educational process in that educational institution in the corresponding program.
- If not, you may apply to another state educational institution implementing the same program in another city in Armenia.
Step 3: Along with your enrollment in the educational process, the state educational institution organizes the paperwork for your transfer, collaborating with other bodies as necessary.
Step 4: The state educational institution prepares and submits a list of scholarship beneficiaries to the Ministry of Education, Science, Culture and Sports of Armenia, indicating the following details for each:
- Student identification information,
- Information about the transferred educational program, specialty, and qualification,
- Information about the educational program, specialty, and qualification studied before the transfer,
- Educational degree,
- Course,
- Mode of study,
- Other information as required.
Step 5: The Ministry verifies the lists, cross-referencing them with registries from the Unified Social Service and data received from the respective educational institution in Artsakh, correcting or completing them as necessary.
Step 6: Based on the verified lists, the necessary financial resources are transferred to the educational institution's account.
Step 7: You and the state educational institution sign a contract regarding the reimbursement of tuition fees for the 2023-2024 academic year using the allocated scholarship funds.
Step 8: Study with maximum effectiveness, as future programs will be interconnected with excellent performance.
