"The competition takes place, but if the mayor's political will is not there to appoint a specific person as the responsible head of a specific department, that person simply will not be appointed," he said.

In response to a journalist's observation that former mayor Hayk Marutyan had mentioned during his tenure that he could not choose and that it was conducted via a competition, Avinyan replied, "Excuse me, but how many close relatives, friends, ‘prorabs,’ and ‘furniture designers’ were sitting among department heads in the past?"
