The Nagorno-Karabakh Conflict Has Not Yet Concluded According to Russian Deputy Foreign Minister

The Russian Deputy Foreign Minister Mikhail Galuzin has given an interview to RBK discussing the progress in the resolution of the conflict between Armenia and Azerbaijan, the relations between Moscow and Yerevan, and the future fate of Russian peacekeepers in the region.

In response to a question about whether the September 19 attack by Azerbaijan and the decision for the self-dissolution of the Republic of Artsakh can be considered the end of the conflict between Baku and Yerevan, Galuzin stated: “The current situation, where there are no military operations, is largely a result of Russia and its peacekeeping forces. At the same time, I believe that a definitive conclusion has not yet been reached in the conflictual situation. The comprehensive agreements reached between the leaders of Russia, Azerbaijan, and Armenia remain relevant here.”

He emphasized the importance of obtaining agreements on critical components such as the lifting of transport and economic blockades between Armenia and Azerbaijan, the delimitation of borders followed by demarcation, the signing of a peace treaty, and the establishment of communication between public figures, experts, and parliamentarians from Azerbaijan and Armenia. “All of these together should lead to mutually acceptable normalization conditions that will be enshrined in a future agreement. Russia, as an honest mediator that has partnership and allied relations with both countries, will strive to help ensure that stable and balanced agreements are reached between our two neighbors,” he concluded.
