President Negotiates with Baku to Safely Evacuate the Leadership of Artsakh
Currently, the President of Artsakh, Samvel Shahramanyan, is engaged in negotiations with the Azerbaijani side to safely evacuate the country’s military-political leadership from Artsakh. Government sources have informed 'Azatutyun' that three former presidents of Artsakh—Bako Saakyanyan, Arkadi Ghukasyan, and Araik Harutyunyan—along with former foreign minister and advisor to the president, David Babayan, are at risk of arrest.
Additionally, according to sources from Reuters, Azerbaijan has a list of nearly 200 Armenians it intends to detain on various charges.
An Artsakh official, who requested anonymity, stated to the media that it remains unclear whether the issue will be resolved through an amnesty or by another mechanism.
The situation in Stepanakert, including how many people remain and who is attending to their needs, is unclear. It has been impossible to establish contact with officials from Nagorno-Karabakh, and international media do not have access to the region.
