Stepanakert and Baku Reach Agreement on Complete Cessation of Hostilities Starting at 13:00
The authorities of Artsakh have accepted the proposal of Russian peacekeepers regarding a ceasefire. According to a statement published by the Artsakh information headquarters, an agreement has been reached through the mediation of the command of the Russian peacekeeping contingent stationed in Nagorno-Karabakh on the complete cessation of hostilities starting from 13:00 on September 20, 2023. This was stated in a message from the office of the President of Artsakh, which was disseminated by the Artsakh information center.
"An agreement has been reached regarding the withdrawal of the remaining units and servicemen of the RA armed forces from the territory of the RF peacekeeping forces’ deployment area, the disbandment and complete disarmament of the armed formations of the Defense Army of Nagorno-Karabakh, and the removal of heavy equipment and armaments from the territory of Nagorno-Karabakh for their rapid utilization.
The issues raised by the Azerbaijani side regarding reintegration, the rights and security of Armenians in Nagorno-Karabakh, as well as the provision of livelihoods for the population of Nagorno-Karabakh within the framework of the Constitution of Azerbaijan, will be discussed at a meeting between representatives of the local Armenian population and the central authorities of the Republic of Azerbaijan, which will take place in the city of Evlakh on September 21, 2023, and during subsequent meetings," the statement reads.
